John Orr

Commander John Orr is a native of Long Island, New York. He graduated from the United States Naval Academy with a Bachelor of Science in Ocean Engineering and earned a Master of Business Administration, with distinction, from the Naval Postgraduate School.
His operational and construction management career spans over two decades of progressively complex assignments. He began as a Construction Manager at Naval Submarine Base Kings Bay managing over $50M in construction, commanded CHARLIE Company at Amphibious Construction Battalion Two, and served as Officer in Charge of the first Elevated Causeway System build since 2011.
He served at the Naval Academy as Project Manager for the $106M Center for Cyber Security Studies and the $46M Rickover Hall renovation, before overseeing more than $600M in construction at Kings Bay. From 2023 to 2025, he worked with House and Senate Appropriations Subcommittees on the $6 billion Military Construction budget as a Congressional Liaison and Budget Analyst in the Office of the Assistant Secretary of the Navy (FM&C). He currently serves as Public Works Officer at Naval Base Coronado.
Commander Orr is Seabee Combat Warfare qualified, DAWIA Acquisition Level II certified, Public Works Level III qualified, a Conrad Scholar, and a registered Professional Engineer in Maryland. His personal decorations include the Meritorious Service Medal (2), the Navy Commendation Medal (4), the Navy and Marine Corps Achievement Medal, and the Department
of the Navy Award for Academic Excellence in Financial Management
